- To scope the opportunities that exist within East Kent Health
Economy for a 10% annual reduction in estate related costs.
- To provide an integrated estate data base across acute, mental
health, community and PCT trusts that identifies the “State of the
Estate” in the East Kent economy.
CPA’s Approach
- CPA worked in conjunction with representatives of the health
organisations within East Kent.
- Direction and progress was managed through a project team
that was set up under a PCT Chief Executive that included the
SHA’s Director of Finance, Trust Directors of Estates, NHS
Estates and CPA Ltd.
- Coordination and analysis of the existing data base.
- Site appraisal exercises.
- Agreeing potential opportunities with respective stakeholder.
- Design of report framework, content and conclusions.
Outcomes
- A final report that identifies recurring savings to the estate
revenue expenditure in the order of 10% per annum.
- The estate data base is “sliced” to show performance against
NHS Plan targets fro the estate clustered by organisations
(Trusts) and populations (Council catchments and towns).
- This information was used as a basis for discussion and
development of options for change.
- Project opportunities fro change are identified and their impact
assessed for savings and quality improvements.
- Significant capital receipts from disposals.
- Reductions in backlog maintenance and DDA compliance
investment requirements (£3 million).
- Improvements to the quality of the estate.
- Backlog reduced.
- Functional suitability of space and its utilisation improved.
- Increased % of new facilities.
