Review of Estates Services

The Brief

■  To provide an independent evaluation report on the Trust estates management services.

■  To determine the optimal future provision of estate services that will take into account the future service 
    development of the Trust.

■  To provide a value-for-money analysis of the existing service provision and to audit existing
    statutory compliance arrangements.


CPA’s Approach

■  CPA’s Directors met with Trust Managers, key internal customers and existing estate service providers.

■  CPA analysed existing data sources such as ERIC data, estate records, Service Level Agreements and
    other systems. These included Planned Preventative Maintenance programmes, call-out and emergency
    arrangements, day-to-day maintenance systems and capital management processes.

■  An overview of the space function of the existing estate was also undertaken.

■  CPA undertook a comparative benchmarking exercise to quantify existing cost performance.

Outcomes

■  The final CPA report set out recommendations for:-
    - The future management arrangements for estate services, including a new Service Level Agreement.
    - Improving the performance of the estate management function and internal role and management
      re-structuring.

■  Strategic estate development options for: -
    - Car parking
    - Ward re-modelling
    - Replacement of rehabilitation accommodation.

■  A new Output Specification for the estate service that updates the Trusts requirements.

■  A comparative benchmarking report that quantifies the Trusts existing estate performance.

■  An overview of customer perception of the quality of estates services.

■  Options for the future management and accountability arrangements for Statutory Compliance and
    Risk Management of estates related factors.
